International Participatory Charter for Urban and Territorial Development

The European Council of Spatial Planners, undertaken by Territoire Europe (Dominique Lancrenon) with grant and support from University College London (Dr Lucy Natarajan), are leading on the implementation of Proposition 3 by preparing an International Participatory Charter that promotes greater engagement by planning authorities with communities.

Territoire Europe and UCL have therefore organised a series of meetings to gather experience (based on working across North America, Sub-Saharan Africa, North Africa, South Africa, China, Peripheral Europe, Oceania, India, the Middle East, Australia, Japan). The ECTP-CEU working group has also received support from HPF partners, in particular CNJUR (Pablo Aguilar & Javier Sandoval) and Earoph (Pete Cuming).

This Participatory Charter is based on our shared understanding that it is the right of all citizens to take part directly in shaping the decisions that their government’s take. This is in support of and separate from representative democratic processes.

This International Charter for Participatory Urban and Territorial Development (the Participatory Charter) is prepared in the context of global radical uncertainty and the need for tactical urbanism in order to launch fast-track, smallscale, low-cost and short-term initiatives. It sets out the principles and priorities for fulfilling this responsibility as proposed in the Roadmap to a Just and Regenerative Recovery launched by the 2022 Habitat Professionals Forum at the World Urban Forum in Katowice, Poland.

The Charter is be supported by two documents:

  • A Background Report setting out background material, the findings of the UCL research and an acknowledgement of those involved in the production of the Charter.
  • A Case Study Report to illustrate the principles in the Charter.

The launching of the Charter took place at the World Urban Forum 2024 in Cairo.

The need for this Charter in urban and territorial development is identified in key Proposition 3 in the UN-Habitat Professionals Forum’s (HPF’s) Roadmap to a Just and Regenerative Recovery that was launched at the World Urban Forum in September 2022.
