Industrial architecture and urban planning at your fingertips
The experience of the open call for citizens and hackathon for students living in a diffuse urban area

On Friday, 19th September 2025, at the ULB’s Lombard building in Brussels, the ECTP-CEU will hold one of the five international concluding meetings about the IF Architettura project. The event is organised and made possible with the co-operation of the ULB – Université Libre de Bruxelles and the CUB – Chambre des Urbanistes de Belgique, an ECTP-CEU founding member. The IAF – International Association of Facilitators, one of the main project partners, will be present as well.

[ectp_dynlink ID=”5342″]IF Architettura[/ectp_dynlink] is a project funded by the Directorate General “Contemporary Creativity” of the Italian Ministry of Culture and led by the Architects’ Foundation of Modena. You will be notified one week later (22nd September), in the evening, if your contribution will be admitted to be presented at the ECTP-CEU’s 40th Anniversary Conference in Brussels, Belgium on 7th November 2025. The selected participants are asked to attend at least two online meetings: the first one between 29th September and 4th October and the second one between 20th and 25th October to discuss how to present their works.

Who can apply? Young planners — this year only practitioners (i.e., no undergraduate or PhD students, no researchers and no academics) — aged less than 35 years or with less than 10 years’ post-qualification experience in planning (“35-10-years rule”). Applications must come from individual young planners only (no groups this year). Another difference this year is — due to the full programme of the anniversary celebration along with the 13th European Urban and Regional Planning Awards and the 14th Young Planners Workshop (a full programme!) — that only 5 contributions can be accepted instead of the usual 10 contributions.

Can’t afford travelling to Brussels? No problem. Every participant will receive from the ECTP-CEU a contribution of 400 euros. This should cover all or at least most of the travelling and hotel costs. In addition, the participants are invited to attend the official anniversary dinner on Friday 7th November free of charge, and theirposters will be printed at the expense of the ECTP-CEU.

The selected participants are asked to attend at least two online meetings: the first one at the end of September and the second one at the beginning of November to discuss how to present their works.

Who can apply? Young planners, preferably young practitioners, aged less than 35 years or with less than 10 years’ post-qualification experience in planning (“35-10-years rule”). Applications can come from individual young planners or from groups with up to 3 members, where every member must meet the 35-10-years rule.

Can’t afford travelling to Gdańsk? No problem. Every group will receive from the ECTP-CEU a contribution of 500 euros. This should cover all or at least most of the travelling and hotel costs for at least for one member from each group.

Much-loved secretary of the European Council of Spatial Planners whose enthusiasm and knowledge helped to promote the art and science of spatial planning across Europe

Judith Eversley, who has died aged 72, was the secretary of the European Council of Spatial Planners (ECTP-CEU) for 21 years from 1992 to 2013.  She was much loved and respected by the many planners who worked with her. It is acknowledged that she was much more than a secretary. She established continuity and stability for the ECTP-CEU, and as a result, helped to realise many of the initiatives that made the organisation successful. Her talent and skills in a wide range of languages ensured that planners in such a diverse set of countries across Europe were warmly welcomed. Judith developed a deep knowledge about European planning and the many associations, keeping immaculate records and building a tremendous portfolio of everything to do with planning and planners in Europe. In her work, she was enthusiastic, energetic, knowledgeable, helpful and efficient. She was an enabler who could make things happen, partly through her warm consideration of others for whom she always wished well. 

Judith was the daughter of David Eversley, the renowned academic who became chief planner at the Greater London Council.  She qualified as an economist with languages (French and German), which came in very useful for her work with ECTP-CEU. In 1992, Judith joined the staff of the Royal Town Planning Institute (RTPI) as the International Affairs Officer. The RTPI provided the secretariat for the ECTP-CEU, a role which Judith took on with great enthusiasm, having gained experience in international and EEC/EU matters in research projects in economics at the University of Bath and University of Newcastle, and at a branch of the National Consumer Council promoting consumer interests in proposed EU legislation on product and food standards. Immediately before she joined the RTPI Judith ran the Bath European Enquiry Service, helping local businesses to prepare for trading in the new European single market.

Planners in Europe have very fond memories of Judith for her kindness, patience and fairness. At moments of difficult discussions when emotions rose, she quietly referred to her background as a Quaker to speak some wise words to calm the atmosphere.  She showed great dedication, professionalism, competence and co-operation that went far beyond her official responsibilities. She was adored by the ECTP-CEU’s international collaborators, as she was funny, kind, immensely intelligent, and a real asset to the international organisation.

After Judith retired from the RTPI and ECTP-CEU, she took on a job with the Society for the Protection of Ancient Buildings, working on their Maintenance Cooperatives Project. Using her diplomatic skills, she found herself encouraging local volunteers to look after their village churches all over Somerset and Dorset in England.  With the skills honed during her work in Europe, she brought her kindness and powers of persuasion to the job, ensuring that coffee and home-made cake played a part in energising local enthusiasts to participate in this important work.  To so many she was a good friend, and she will be remembered forever in the hearts of the planning community of Europe.

Judith is survived by her partner Simon Baker and their children Matthew and Laura Baker.

14th Biennale of European Towns and Town Planners in Naples, Italy

The Call for Projects and the draft programme have been published by INU (Italian National Institute of Urbanistics), an ECTP-CEU member and main co-organiser of this year’s edition of the Biennale, which is also the first one after the pandemic. The previous Biennale was held in Plymouth, England in 2019.

The Biennale will take place in Naples, Italy from Monday 22nd to Wednesday 24th April 2024. The first two days will be dedicated to the conference — welcome addresses, keynote speeches and planning projects and research presentations and workshops — while during the third day will be given the opportunity to participate in guided tours of the city of Naples and the Campania region. There will also be a rich programme of social events in the evenings from Sunday 21st to Wednesday 23rd.

  • 18th December 2023: abstract submission
  • 15th January 2024: communication of acceptance
  • 15th February 2024: extended abstract submission

Submission fee

  • 200 Euros full fee
  • 150 Euros for individual members of ECTP-CEU member associations (see list below)

RECOGNIZING SUSTAINABLE PORT CITY DESIGN

The AIVP Prize Antoine Rufenacht is the only international recognition dedicated to port cities that have carried out an outstanding development project which contributes to improving port city relations

Who can apply ?

The AIVP Prize Antoine Rufenacht is open to port authorities and/or local or regional authorities from maritime and river ports cities, for both AIVP members and non-AIVP members.

To be eligible, applicants should meet the following criteria:

  1. City port interfaceThe project must be located in a city port interface zone and/or on a former port site.
  2. Completion: The project must have been completed in the last three years.
  3. Promoting global developmentThe project must promote a global development strategy for the port city.
  4. Sustainable development: The project must be in line with the sustainable development goals identified by the Agenda 2030 by AIVP.

Key dates

  • From the 11th of March to the 23rd of June 2024: Preparation and submission of applications;
  • 5th and 6th of September 2024: In-person meeting of the Expert Panel to select the finalist projects;
  • 10th and 11th of October 2024: In-person meeting of the Grand Jury in Le Havre (France), interview of the finalist, selection of the winner;
  • 27th, 28th and 29th of November 2024: Announcement of the winner and official Prize ceremony during the AIVP World Conference in Lisbon (Portugal)

AIVP Prize Antoine Rufenacht technical document

Antoine Rufenacht, a highly respected French businessman and politician, was Mayor of the city of Le Havre from 1995 and 2010. He also was the founding chairman of the AIVP from 1988 to 2002. 

He was first and foremost a Le Havre man, a devoted citizen of this French port city that suffered tremendous hardship during the Second World War. 

He was quick to recognize the interlinkages between a city’s influence and the port’s appeal and saw that it is mutually beneficial to transcend the boundaries that separate the city and the port. 

Everything he did was guided by his visionary approach to development, resulting as a series of interlaced steps forming a coherent and indissociable whole, which combines his understanding of globalization and the role of port cities in the world, his open-mindedness, and his ambitions for Le Havre. 

His efforts radically transformed his city’s image and identity.

74th World Town Planning Day Statement

PLANNING ACTION FOR A JUST
TRANSITION TO A NET-ZERO
CLIMATE RESILIENT WORLD


Every person and community in the world
today is threatened by a deepening climate
and biodiversity emergency, compounded by
conflicts, the pressures of demographic and
other societal change, and the continuing
legacy of the pandemic.

The Global Planners Network (GPN)–the
largest gathering of national and international
planning associations–calls for urgent action
to stop any further irreversible degradation of
the natural world and adverse impacts on
communities globally before the window for
action closes.

Following our Katowice Declaration in June
2022, we re-assert that there can be no
sustainable development without
sustainable urbanisation and no
sustainable urbanisation without effective
planning. Effective planning, however,
requires political support, financial and
human resource investment, and authentic
community empowerment and engagement.

As planners, we call for nations and cities to
urgently deliver inclusive and ambitious
climate measures to strengthen resilience,
support a just transition to a net-zero
economy
, and more quickly deliver on the
Paris Agreement. Plans must be based on
more sustainable transportation systems,
better air quality, greater protection of our
natural environments, less poverty, and
reduced consumption of resources, energy
and non-organic goods and foods.

For this to happen, we advocate for better
human and technical resources for
planning
institutions and functions and for
stronger subnational governments to manage
land development so that local and national
plans can be swiftly aligned with the United
Nations Sustainable Development Goals
and the New Urban Agenda.

This means re-imagining planning so that the
lessons learned on the limits to growth on a
planet with finite resources can be shared by
society. Adopting a nature and place-based
approach to the climate emergency and
tackling inequality requires collaboration
across planning and allied professions, civic
society, and the private sector. It also
requires a flexible approach to foster
innovation, learning, and adaptation.

Key to this will be creating capacity to allow
for effective, strategic, and participatory
planning
at both regional and national levels.
It will also be important to address
inequalities and include the voices of those
most at-risk from the climate emergency into
our plans. Planning can also coordinate
infrastructure investments to help direct
where and what we build, how we build it, and
how we move around.

City-regions sit at the forefront of current
emergencies. Utilising effective planning
approaches across them can play a
significant role in addressing the challenges
of climate change. Local governments, by
virtue of their close relationships with
businesses, residents, and institutions, also
provide an opportunity for new policies to be
implemented quickly in response to pressing
social, environmental, and economic
challenges. Working together in wider areas,
they can bring powerful additional action to
effectively tackle these challenges.

Local planning functions are key to
mobilising resources, redistributing land
value uplifts, and delivering truly inclusive
place-based solutions for climate
adaptation and mitigation which
communities can influence, co-produce, and own.
This is also essential for sustainable
rural development.

It is the firm belief of the Global Planners
Network that planners throughout the world
have the unique skills, talent, desire, and
commitment to tackle the global crisis we now
face. Planners stand ready to play their part
to harness transformative changes for a
better, fairer, more sustainable future.

 

World Town Planning Day takes place every November 8th, bringing planners and communities together
to celebrate how good planning improves the lives of people and benefits society at large, creating places
to live, work and play. Argentinian professor Carlos María della Paolera started World Town Planning Day
in Buenos Aires in 1949, and today, planners from over 30 countries celebrate the occasion with lectures,
school competitions, fundraising, charity events, planning awards, and street festivals.

Transforming Cities: Shaping Development Policies

Attention! There is little time to submit your application. Deadline is
Monday, 16th October 2023, 12:00 CEST

You will be notified the day after, in the evening, if your contribution will be admitted to be presented at the conference “Transforming Cities: Shaping Development Policies” in Gdańsk, Poland on 6th-7th November 2023. The selected participants are asked to attend one or two online meetings a few days after notification of acceptance to discuss how to present their works.

Who can apply? Young planners, preferably young practitioners, aged less than 35 years or with less than 10 years’ post-qualification experience in planning (“35-10-years rule”). Applications can come from individual young planners or from groups with up to 3 members, where every member must meet the 35-10-years rule.

Can’t afford travelling to Gdańsk? No problem. The ECTP-CEU, with the generous support of the Gdańsk city administration (Biuro Architekta Miasta, City Architect’s Office) and of Planning Practice & Research, a Taylor & Francis journal, every group will receive a contribution of 500 euros. Beyond this, we will anyhow ensure that the travelling and hotel costs will be covered at least for one member of each group.

ECTP-CEU Autumn General Assembly 2023 to be held in Gdansk (Poland) with Conference on ‘Transforming Cities’

At the generous invitation of the Gdansk City Architect, Professor Piotr Lorens and the TUP President, Tomasz Majda, the ECTP-CEU Autumn General Assembly 2023 is going to be held in Gdansk (Poland) from 4th November – 8th November 2023, alongside their conference on ‘Transforming Cities’. The City Architect is inviting contributions from planners across Europe to contribute to the conference.  The ECTP-CEU Young Planners’ Workshop will be incorporated into the conference.  More details will follow soon.

We can also announce that the combined event of the ECTP-CEU’s 14th Bienniale of European Towns and Town Planners and the 13th European Urban and Regional Planning Awards will be held in Naples, Italy in May 2024. All are welcome to this special conference on ‘Inclusive Cities and Regions – Territoires Inclusifs’. Calls for the awards and for projects for presentation at the biennale will be made this year on the ECTP-CEU website and social media platforms.
