Industriearchitektur und Stadtplanung auf Knopfdruck
Die Erfahrung des offenen Aufrufs für Bürger und des Hackathons für Studenten, die in einem weitläufigen städtischen Gebiet leben

Auf Freitag, 19.th September 2025im Lombard-Gebäude der ULB in Brüsselwird die ECTP-CEU eine der fünf internationalen Abschlusssitzungen zum Projekt IF Architettura abhalten. Die Veranstaltung wird organisiert und ermöglicht durch die Zusammenarbeit mit der ULB - Université Libre de Bruxelles und die CUB - Chambre des Urbanistes de Belgiqueein Gründungsmitglied der ECTP-CEU. Die IAF - Internationale Vereinigung der Moderatoren, einer der Hauptpartner des Projekts, wird ebenfalls anwesend sein.

Montag, 14.th September 2025

Sie werden eine Woche später benachrichtigt (22und September), abends, wenn Ihr Beitrag zur Präsentation auf der ECTP-CEU 40th Jahrestagskonferenz in Brüssel, Belgien am 7th November 2025. Die ausgewählten Teilnehmer werden gebeten, an mindestens zwei Online-Sitzungen teilzunehmen: die erste zwischen 29th September und 4th Oktober und die zweite zwischen 20th und 25th Oktober, um zu besprechen, wie sie ihre Werke präsentieren können.

Wer kann sich bewerben? Junge Planer - in diesem Jahr nur Praktiker (d. h. keine Studenten oder Doktoranden, keine Forscher und keine Akademiker) - im Alter von weniger als 35 Jahren oder mit weniger als 10 Jahren Erfahrung in der Planung nach Abschluss der Ausbildung ("35-10-Jahre-Regel"). Bewerbungen dürfen nur von einzelnen jungen Planern eingereicht werden (dieses Jahr keine Gruppen). Ein weiterer Unterschied in diesem Jahr ist - aufgrund des vollen Programms der Jubiläumsfeierlichkeiten zusammen mit den 13th Europäische Preise für Stadt- und Regionalplanung und der 14.th Young Planners Workshop (ein volles Programm!) - dass nur 5 Beiträge statt der üblichen 10 Beiträge angenommen werden können.

Sie können sich eine Reise nach Brüssel nicht leisten? Das ist kein Problem. Jeder Teilnehmer erhält von der ECTP-CEU einen Beitrag von 400 Euro. Damit sollten alle oder zumindest die meisten Reise- und Hotelkosten gedeckt sein. Außerdem sind die Teilnehmer eingeladen, am offiziellen Jubiläumsdinner am Freitag, den 7.th Der Druck der Poster erfolgt auf Kosten der ECTP-CEU.

You will be notified eight days later (10th September), in the evening, if your contribution will be admitted to be presented at the ECTP-CEU’s Autumn General Assembly in Bilbao, Spain on 23rd November 2024. The selected participants are asked to attend at least two online meetings: the first one at the end of September and the second one at the beginning of November to discuss how to present their works.

Wer kann sich bewerben? Young planners, preferably young practitioners, aged less than 35 years or with less than 10 years’ post-qualification experience in planning (“35-10-years rule”). Applications can come from individual young planners or from groups with up to 3 members, where every member must meet the 35-10-years rule.

Can’t afford travelling to Gdańsk? No problem. Every group will receive from the ECTP-CEU a contribution of 500 Euro. This should cover all or at least most of the travelling and hotel costs for at least for one member from each group.

Judith Eversley, who has died aged 72, was the secretary of the European Council of Spatial Planners (ECTP-CEU) for 21 years from 1992 to 2013.  She was much loved and respected by the many planners who worked with her. It is acknowledged that she was much more than a secretary. She established continuity and stability for the ECTP-CEU, and as a result, helped to realise many of the initiatives that made the organisation successful. Her talent and skills in a wide range of languages ensured that planners in such a diverse set of countries across Europe were warmly welcomed. Judith developed a deep knowledge about European planning and the many associations, keeping immaculate records and building a tremendous portfolio of everything to do with planning and planners in Europe. In her work, she was enthusiastic, energetic, knowledgeable, helpful and efficient. She was an enabler who could make things happen, partly through her warm consideration of others for whom she always wished well. 

Judith was the daughter of David Eversley, the renowned academic who became chief planner at the Greater London Council.  She qualified as an economist with languages (French and German), which came in very useful for her work with ECTP-CEU. In 1992, Judith joined the staff of the Royal Town Planning Institute (RTPI) as the International Affairs Officer. The RTPI provided the secretariat for the ECTP-CEU, a role which Judith took on with great enthusiasm, having gained experience in international and EEC/EU matters in research projects in economics at the University of Bath and University of Newcastle, and at a branch of the National Consumer Council promoting consumer interests in proposed EU legislation on product and food standards. Immediately before she joined the RTPI Judith ran the Bath European Enquiry Service, helping local businesses to prepare for trading in the new European single market.

Planners in Europe have very fond memories of Judith for her kindness, patience and fairness. At moments of difficult discussions when emotions rose, she quietly referred to her background as a Quaker to speak some wise words to calm the atmosphere.  She showed great dedication, professionalism, competence and co-operation that went far beyond her official responsibilities. She was adored by the ECTP-CEU’s international collaborators, as she was funny, kind, immensely intelligent, and a real asset to the international organisation.

After Judith retired from the RTPI and ECTP-CEU, she took on a job with the Society for the Protection of Ancient Buildings, working on their Maintenance Cooperatives Project. Using her diplomatic skills, she found herself encouraging local volunteers to look after their village churches all over Somerset and Dorset in England.  With the skills honed during her work in Europe, she brought her kindness and powers of persuasion to the job, ensuring that coffee and home-made cake played a part in energising local enthusiasts to participate in this important work.  To so many she was a good friend, and she will be remembered forever in the hearts of the planning community of Europe.

Judith is survived by her partner Simon Baker and their children Matthew and Laura Baker.

ECTP-CEU Autumn General Assembly 2023 to be held in Gdansk (Poland) with Conference on ‘Transforming Cities’

At the generous invitation of the Gdansk City Architect, Professor Piotr Lorens and the TUP President, Tomasz Majda, the ECTP-CEU Autumn General Assembly 2023 is going to be held in Gdansk (Poland) from 4th November – 8th November 2023, alongside their conference on ‘Transforming Cities’. The City Architect is inviting contributions from planners across Europe to contribute to the conference.  The ECTP-CEU Young Planners’ Workshop will be incorporated into the conference.  More details will follow soon.

We can also announce that the combined event of the ECTP-CEU’s 14th Bienniale of European Towns and Town Planners and the 13th Europäische Preise für Stadt- und Regionalplanung will be held in Naples, Italy in May 2024. All are welcome to this special conference on ‘Inclusive Cities and Regions – Territoires Inclusifs’. Calls for the awards and for projects for presentation at the biennale will be made this year on the ECTP-CEU website and social media platforms.

Recently ECTP-CEU had a terrific conference in Malta about spatial planning governance for the 21st century.

We feel privileged to have amongst our members a diversity of countries across the whole of Europe –east, west, north and for this Spring Conference we were meeting in one of our most southernly states. We feel that we can enlighten ourselves as planners, by discussing our most pressing problems and exchanging our most inspirational ideas for good planning.

At this conference, Janet Askew, our President held an interesting speech centered around the question, why governance? In this speech she explained the importance of good ethical planning and laid out the three most important points to ensure this.

The ECTP-CEU has been discussing different systems and methods of governance a lot recently. Reform in the governance of planning – legal and regulatory – is very much on the agenda in many countries.

The issue for planners is that we believe that we can help to address today’s major problems through good planning –that is- sustainability, climate change, social justice and conserving our history and culture. But It could be argued that our main failure is the inability of planners to persuade politicians and communities that planning is a desirable activity to be carried out in the public interest.

The public have simply not engaged favourably with planning; politicians have long misunderstood its achievements and benefits, who since 1980, with the rise of market economics, have been torn between powerful interests of landowners and developers, communities and local government.

So, as we struggle to convince our politicians and our communities of the purpose and value of planning, what must we do?

1. We support the education of planners to high standards, working alongside universities to ensure that planning is based on good quality research with sound evidence that the solutions will work. Furthermore, we want to achieve mutual recognition across Europe so that planners can work in different countries. This is a vital demand for our Young Planners.

2. In bringing together all the associations of professional planners, we abide by a code of ethics, which tells us that we must act professionally without bias or corruption in all we do. A good planner is an ethical planner. A good planner adheres to the international code of professional conduct. An ethical planner is trusted by the community.

3. We believe in our Charter of European planning, which lays down some basic principles –at all scales– national, regional and local. This is accompanied by our charter of participatory democracy, which recognises that we must involve communities in planning, to engage with local people who feel that their own ideas are ignored by powerful interests in society.

The ECTP-CEU were the key participants in a conference organised by the Malta Chamber of Planning, held in Valletta, Malta on Monday 22und May 2023.  The theme of the conference was ‘Spatial planning governance for the 21st century’, and a variety of speakers gave insights into planning in Malta.  They included the Minister of Planning for Malta, and the President of the ECTP-CEU, alongside a keynote guest, Natasha Day, who talked about the new Spatial Plan for the Channel Island of Jersey.

Janet Askew, President of the ECTP-CEU had the privilege of attending a meeting of the Davos Baukultur Alliance in January in Switzerland.

The ECTP-CEU found itself in esteemed company to discuss vital issues so important to spatial planners. Ministers of 31 countries, along with civil society organisations (NGOs and IGOs) and major construction and real estate companies met in Davos on the eve of the World Economic Forum. The ECTP-CEU sat alongside other IGOs, including ACE (architects), ICOMOS (ancient monuments), Europa Nostra (historic environments), IFLA (landscape architects), ICCROM (cultural heritage), INGO (group of all IGOs who are members of the Council of Europe), UN-Habitat and more. The president was able to liaise with European-wide organisations at the meeting and we were certainly promoting similar agendas.

What is the Davos Baukultur Alliance?

In 2018, the Swiss Government initiated the Davos Baukultur Alliance, to promote the (German) concept of Baukultur. The first meeting as held in 2018 in Davos alongside the annual meeting of the World Economic Forum (WEF) when a declaration was made to ncourage politicians, businesses, and civil society to work together to meet the objectives of Baukultur. The 2018 Declaration conforms to our own ECTP-CEU Charters of European Planning and Participatory Democracy. In short, it demands that culture in its widest possible definition, enables and drives economic, social, and environmental sustainability. It emphasises the common good; it embraces all human activity; it adopts an adaptive approach which builds on social cohesion and health and well-being; it requires high quality design of cities, rural areas, infrastructure as well as individual buildings and spaces; and it promotes an inclusive and cohesive society, counteracts discrimination, and promotes civic awareness. Fundamentally, it is about ensuring high quality in the built and rural environments.

Whilst Baukultur is largely a German concept, one aim of the Davos Baukultur Alliance is to adopt this term for all European countries. Its objectives are fully compliant with the planners of Europe, represented by the ECTP-CEU.

The aim in meeting in Davos was to influence the WEF to adopt the principles of the new Alliance, and to this end, the Chair of the WEF, Mr Klaus Schwab attended the conference to hear of our ambitions. The participants signed the Founding Act of the Alliance which refers to the eight criteria for high quality Baukultur: 1. Governance; 2. Functionality; 3. Environment; 4. Economy; 5. Diversity; 6. Context; 7. Sense of Place; and 8. Beauty.

The meeting was also honoured to welcome the Minister of Culture of Ukraine amongst its participants.  Miss Anastasia Bondar assisted the group in signing a statement condemning the military aggression by Russia against Ukraine.  It also urged ministers of all countries to adopt the principles of Baukultur in the re-building of Ukraine after the war.

The ECTP-CEU will continue to represent the planners of Europe in the future activities of the Davos Baukultur Alliance.

‘Speech of ECTP-CEU President at meeting of Davos Baukultur Alliance’

Janet Askew, President of ECTP-CEU gave the following speech at the meeting of the Davos Baukultur Alliance in Switzerland in January 2023.

The European Council of Spatial Planners (ECTP-CEU) represents planners across Europe. We are an umbrella organisation to which professional planners from the 46 countries of the Council of Europe are eligible to belong. We promote spatial planning as a distinct profession, and our Charter of European Planning distinguishes planners by our commitment to, and empowerment of citizens in the planning of their own communities.  

Despite differences in our laws, planning systems and approaches, the principles of good planning, like good governance, are universal. Many of the greatest issues we face are ubiquitous to all countries, and planning is crucial to their resolution. We recognise that we must work in multi-disciplinary teams to achieve the aims of something as ambitious as the Davos Baukultur Alliance. It is of utmost importance that the signatories to the Davos Alliance Founding Act unite behind its goals to persuade and influence all stakeholders of the benefits of high quality Baukultur in its widest definition. 

We recognise that culture is the fourth pillar of sustainability. If culture is to embrace all human activity, our Charter of Participatory Democracy in Spatial Planning must be given priority in policy-making and its implementation, building, and in the conservation of heritage. The European Council of Spatial Planners advocates protection of our European democratic aspirations and the participation of communities in public life at all levels – national, regional, and local – which is crucial to the legitimacy of decision-making. This assumes even greater importance with the war in Ukraine. We express our solidarity with all our Ukrainian colleagues, and we wholeheartedly support the joint statement on Ukraine from this conference.

The ECTP-CEU endorses the principles and objectives of the Founding Act of the Davos Baukultur Alliance and congratulates the Alliance for its efforts in producing this impressive document. By participating in the Davos Baukultur Alliance, we are calling upon the public and private sectors and civil society to work together to respond and adapt to the needs of all people to create an inclusive society in which everyone can expect a decent way of life in high quality built and natural environments.

After a long stop due to the pandemic, ECTP-CEU’s major Europe-wide events are back!

In Autumn 2023 both, the 14th Biennale of European Towns and Town Planners and the 13th European Urban and Regional Planning Awards will be held together within one single combined event. Local governments, consortia and other public and private associations, institutes and organisations are encouraged to apply for hosting this important event where European spatial planners and other professionals come together to discuss and exchange their experiences.

This combined event will also host next year’s Junge Planer Workshop, whose theme and activities will be linked to those of the Biennale and the Planning Awards, as was the custom until 2019. ECTP-CEU’s 2023 Autumn General Assembly will also take place during the same event. It brings together delegates from more than 30 associations and organisations representing 40.000 professional planners from 26 European countries.

The suggested theme for the 2023 edition is Inclusive Cities and Regions – Territoires Inclusifs.

Deadline for sending applications is Monday, 19th September 2022 at 12:00 hours CEST.

Après un longue période d’arrêt dû à la pandémie, les grands événements européens de l’ECTP-CEU sont de retour !

À l’automne 2023, la 14e Biennale des villes et des urbanistes européens et le 13e Prix européen de l’urbanisme et de l’aménagement du territoire se tiendront tous deux dans le cadre d’un seul et même événement. Les collectivités locales, les consortiums et autres associations, instituts et organisations publiques et privées sont encouragés à poser leur candidature pour accueillir cet événement important où les urbanistes européens et autres professionnels se réunissent pour discuter et échanger leurs expériences.

Cet événement combiné accueillera également, l’année prochaine, l’atelier des jeunes urbanistes, dont le thème et les activités seront liés à ceux de la Biennale et des Prix de l’urbanisme, comme c’était la coutume jusqu’en 2019. L’Assemblée générale d’automne 2023 de l’ECTP-CEU se tiendra également au cours du même événement. Elle réunira les délégués de plus de 30 associations et organisations représentant 40.000 urbanistes professionnels de 26 pays européens.

Le thème proposé pour l’édition 2023 est “Villes et Régions Inclusives – Territoires Inclusifs“.

La date limite d’envoi des candidatures est fixée au lundi 19 septembre 2022 à 12h00 CEST.

The European Council of Spatial Planners (ECTP-CEU) stands in solidarity with the planners and citizens of Ukraine against the destructive invasion of their country.  As an organisation which represents the planning profession across the countries of Europe, we condemn the unprovoked and catastrophic attack on Ukraine.

The Ukraine people have demonstrated just how much they believe in collective action – people and communities working together – which is at the heart of planning. One day the country will be free of conflict and it is going to need rebuilding. Planners across Europe will support the Ukrainians in whatever way they can to help them to plan the reconstruction of their country and restore their communities, homes, environment and economy.

Beyond the borders of Ukraine, the professional planners of the ECTP-CEU will continue to play an important role in responding to and planning for the unexpected pressures brought about by the large-scale movement of people in search of peace.
